The grass and topsoil came out first, then base material went in and got compacted before any asphalt was laid. Once the base was solid, the gap was paved to tie the two lot sections into one continuous surface.
One connected surface, no more standing water
What used to be a soft, flooded strip between two paved areas is now one solid surface, level with the lot on either side. Skipping straight to asphalt without the grading and compaction step is exactly how a spot like this ends up soft and cracking again within a year — doing the base work first is what makes it hold.
